The Gram Rozgar Sahayak (GRS) helps in mobilisation of Mahatma Gandhi NREGS works for planning and implementation of the various activities. As per the Act, any registered worker can approach the Mahatma Gandhi NREGS functionaries including GRS for work. Though GRS play a key role in the implementation of Mahatma Gandhi NREGS , since the inception of Mahatma Gandhi NREGS and recruitment of GRS, there was lack of systematic capacity building initiative taken up either by States or by the Central Government. Thus it was felt that there is need to train and certify all the existing GRS in the country. As the GRS work at the Panchayat level and do multiple roles, they need to have adequate knowledge base and skills required as per situations that arise. Not only do they need to understand the basic functions of the Panchayats and other line departments, they need to understand the nuances of the Mahatma Gandhi NREGA as well as issues that include job card, wage seekers’ mobilisation, attendance (NMMS), work projections, labour budgets, technical know-how and good communication skills. They also need critical skill to implement good governance practices under Mahatma Gandhi NREGA. Hence, training for capacity building for GRS is imperative.
A comprehensive training material has been prepared for improving the skills of GRS. This course is designed with the aim to strengthen grassroots level implementation of Mahatma Gandhi NREGS. This course is divided into 3 modules and 26 units. It is being delivered through 35 pre-recorded videos. Module I comprises of three units, delving into Gram Panchayat and the responsibilities incumbent upon Gram Rozgar Sevak. Module II, encompasses twenty units, which focuses on different aspects of Mahatma Gandhi National Rural Employment Guarantee Act (NREGA) of 2005. This module provides a comprehensive idea of the key aspects of the implementation of the program. Module III, with three units, is centred around the practical skills required by GRS under Mahatma Gandhi NREGS. Within this module, emphasis is placed on behaviour and communication Skills, aiming to equip participants with the interpersonal competencies crucial for the role.
