Modus Operandi of Financial Fraudsters

As a part of the Reserve Bank of India's customer awareness initiatives, in July 2021 this office had published a booklet "Be(A)ware" on the modus operandi of financial fraudsters. Encouraged by the positive response received from members of the public as well as different institutions, we take forward the idea of financial education, to be more accessible to those who have just begun their journey into digital financial world and are not so well-versed with the nuances of online financial transactions. This includes people from different ages and education levels such as school children, young adults, semi-literates and senior citizens, irrespective of whether they live in urban, rural or semi urban areas, Continuing the "Be(A)ware series, this  Raju and the Forty Thieves' is a manifestation of our efforts. The booklet is an easily understandable pictorial depiction of incidents happening around us and helps us to learn how to keep hard-earned money and ourselves safe from fraudsters, As the name suggests, "Raju and the Forty Thieves' contains forty such stories providing glimpses of fraudulent events being reported to us and provides simple tips about DOs and DON'T. Raju is a typical gullible citizen, and, in these stories, he appears in different characters, some time as a senior citizen, some time as a farmer, sometimes as a happy-go-lucky guy, etc., although with same curly hair always to identify which different walks of life. Let us make ourselves aware of such modus operandi used by fraudsters and educate those around us to be aware of such financial frauds.

TELEPHONE BEFRIENDING OF DDU-GKY CANDIDATES

DDU-GKY candidates are the heart and soul of DDU-GKY. "Telephone befriending" is a simple, structured conversation to help the PIAs capture the psychological, social, financial and physical well-being of candidates during these challenging times. A tool is being introduced to connect with the candidates. Besides being a simple connecting exercise, it is a structured counselling tool for uniform implementation during this difficult period.

Social Audit: A Manual for Trainers

Mode of learning: Self Learning Duration: 30 Days Who should attend: District Resource Persons/Block Resource Persons at the State level coordinators and resource persons conducting specific sessions and finally for all those engaged in training for building capacities of field practitioners for credible social audit. Course Description: This manual for trainers is part of the Certificate Course on Social Accountability and Social Audit for District Resource Persons/Block Resource Persons for the conduct of social audit in States across India. this certificate course will engage in group discussions and assignments outside of the classroom, so that they can build upon their own and others’ experience. Each day has a broad theme and comprises two or more sessions that focus on specific topics. The certificate course, to be conducted at State Institutes of Rural Development (SIRDs) in India, is to be led by a team of coordinators who will be selected based on certain criteria. They are the Lead Course Coordinator, a senior practitioner in the State, a representative of the Social Audit Unit (SAU) of the State, and a representative of the SIRD of the State. They would go through a training programme to prepare them as trainers and introduce them to this manual.

It helps an organization to accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes. With commitment to integrity and accountability, internal auditing provides value to governing bodies and senior management as an objective source of independent advice. Professionals called internal auditors are employed by organizations to perform the internal auditing activity.The Department of Rural Development, GoI has also set up Internal Audit Wing in the office of Chief Controller of Accounts which undertakes timely field verification of financial system from time to time and provides insights into the quality of financial management so that corrective action can be taken on time. One portal namely GRIP for online processing and analysis of internal audit has been developed and it is being used in internal audit of MGNREGA and PMAY(Garmin), PMGSY, NRLM ETC. Due to lack of training and recruitment of specialized staff, internal audits continued to be performed on traditional lines limiting to compliance audit and not risk based audit.Thus, the Department has set up an Advisory Group on Internal Audit to suggest system for continuous improvement in implementation of schemes and better compliance.  The Group has suggested the scope of internal audit should expand from merely ascertaining compliance with rules and regulations to evaluation of achieving the objectives of the schemes.National Institute of Rural Development and Panchayati Raj (NIRDPR) in partnership with the Institute of Internal Auditors of India (IIA) developed training Modules accordingly and Centre for Internal Audit of Rural Development (CIARD), NIRDPR is taking up these trainings.This certificate course has a four modules in which first three modules are theoretical and the final module is Practical where candidates supposed to visit the field and to do Internal Audit of RD Programmes in leadership of Internal Audit Consultants from Internal Audit Wing, MoRD and the same has to be present at NIRDPR in front of Expert Panel.

Sustainable Livelihoods and Adaptation to Climate Change

Mode of learning: Self LearningDuration: 12 WeeksWho should attend: Community Resource Persons (CRPs) and the Mission staff of National Rural Livelihoods Mission (NRLM) / State Rural Livelihoods Mission (SRLM), Young Professionals (YPs), Non-Government Organizations (NGOs), officers of the Line Departments, etc.Course Description: This program aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services. As agriculture is the mainstay livelihoods activity for a large proportion of the rural poor, NRLM lays special focus on sustainable agriculture and allied activities such as animal husbandry, non-timber forest produce and fisheries. In order to expand demonstrations of appropriate practices and technological interventions have been planned through Sustainable Livelihoods and Adaptation to Climate Change (SLACC) in a farmer participatory mode to enhance their adaptive capacity and coping ability. SLACC is covering drought and flood prone areas with agriculture sector at the core of the SLACC project. It is addressing all aspects of farm-based livelihoods that may be affected by climate change by helping the community to choose interventions for the: production system such as participatory selection of climate-resilient varieties/breeds; ecological system such as tree-based farming or soil moisture conservation; knowledge system such as local weather- based agro-advisories, and financial system such as weather based insurance, establishing Custom Hiring Centres (CHCs). A trained Community Resource Person (CRP) has been placed in each village to provide support to the farmers on climate adaptation planning, implementation and monitoring.These modules were developed by resource persons from different reputed organisations which include background of climate change and variability, vulnerability maps, preparation of climate change adaptation plan, climate resilient interventions, alternate livelihood practices etc, under the base of production, ecological, technological and financial inclusions. These modules will give exposure, knowledge and hands-on training to the participants to train the other farmers in the States.

Biodiversity Governance

Mode of learning: Self LearningDuration: 4 WeeksWho should attend: Government officials concerned with wetland management planning, policies and development, protected areas officers, water resource managers, employees of local authorities, university research and teaching staff, NGO representatives involved in the wetlands management/research and graduate students with special subject of Environmental studies, biodiversity, wetland etc.Course Description: Biodiversity encompasses the variety and variability of all life forms on earth and is the product of over 3.5 billion years of evolutionary history. Biodiversity brings enormous benefits to humankind from direct harvesting of plants and animals for food, medicine, fuel, construction materials and so on. In addition, it provides for aesthetic, cultural, recreational and research values. It facilitates ecological balance and ecosystem services. 

Promoting Better Livelihoods through Livestock

Mode of learning: Self LearningDuration: 4 WeeksWho should attend: Officials of departments of agriculture, horticulture, animal husbandry, fisheries and allied sectors and rural development officials, scientists of KVKs, livestock officials of  BC / SC / ST corporations / SIRDs/ETCs/SRLM /SMMU/DMMU /DRDA, young professionals of SRLMs, non governmental organizations (NGOS) engaged in livestock extension and development activities, dairy/livestock entrepreneurs and unemployed youth.Course Description: Government of India is focussing on livestock to increase the economy form current level of US $ 3 trillion to US $ 5 trillion by the year 2020 and to double the farmer's income since growth rate in milk, meat and poultry sector was 6, 5 and 10 percent, respectively during the past 5 years. Hence, this training course is designed to impart knowledge to different stakeholders of livestock sector on how to make livestock production systems efficient in India. The course content will broadly cover the following topics: (i) Role of livestock in livelihoods, characteristics of small holder systems, gaps and opportunities in small holder systems, (ii) intensification of livestock systems through crop livestock interventions (iii) sharing of value chain approach experiences in livestock development and value addition to livestock produce.

Planning and Management of Solid Waste in Rural Areas

Mode of learning: Self LearningDuration: 4 WeeksWho should attend: This course is designed bearing in view the coordinators of Swachh Bharat Mission-G (at the state, district and block levels); and operational level staff and the community level trainers of NGOs working for solid waste management programmes in India.   Course Description: Local bodies all over the world find it extremely difficult to manage the increasing amount of solid waste generated by households. The local bodies are expected to put in place a system for proper collection and management of wastes generated by the communities. What does ‘put in place a system’ entail? How to put in place a system that is scientifically credible, financially viable, and socially acceptable? This is what this course is all about. Gender Budgeting for Rural Development

Mode of learning: Self LearningDuration: 4 WeeksWho should attend: The course will be relevant for a wide range of clientele starting from researchers and practitioners. It is expected that the following batches of clienteles will be taking this course up like Students of Rural Development and Management, Elected Representatives, Faculty from SIRD, ETCs, RIRDs, Trainers from, Panchayat training centres, District and Block Panchayat Officers,Course Description: Gender equality is fundamentally related to sustainable development and globally accepted as a necessity for the promotion of human rights. In the context of local government, gender equality is critical as women and men face different challenges in full participation, representation, and decent work opportunities. The practical integration of gender in all dimensions of governance require understanding of tools such as Gender Budgeting. The course is designed to fulfill three major Training/Learning Objectives in 7 days.

Post Graduate Diploma Programme on Panchayati Raj Governance & Rural Development (PGPRGRD)

Mode of learning: Distance/Self LearningDuration: 12 MonthsWho should attend: The minimum educational qualification for admission is Graduation in any discipline. The following categories of functionaries are encouraged for this programme:Current and former Elected Representatives of PRIs.Officials of PRIs, existing trainers associated with SIRDPRs/Partnering Institutions of NIRD&PR.Academicians and students who desire to have knowledge on PR Governance, Retired and Current Government Officials and NGO functionaries. Retired and Current Government Officials and NGO functionaries.Course Description: In view of rapid changes in communication and technology and increasing need of massive trained manpower in rural development, NIRD&PR under the “Transforming India” initiatives has launched a significant project “Transforming India through strengthening Panchayati Raj Institutions (PRIs) by continuous Training and e-enablement”. The one year Diploma Programme on “Panchayati Raj Governance and Rural Development” is part of this project and will be offered in coordination with the Centre for Panchayati Raj, NIRD&PR. This Programme offers an opportunity to the elected representatives, Panchayat functionaries and others, to acquire additional knowledge and skills on rural local governance. This programme is being offered through distance mode in collaboration with University of Hyderabad (UoH), Hyderabad.

Post Graduate Diploma in Geospatial Technology Applications in Rural Development (PGD-GARD)

Mode of learning: Distance/Self LearningDuration: 18 monthsWho should attend: The minimum qualification for admission to the Programme is graduation in any discipline from a UGC recognised University.The officials working in India and Overseas as Managers of Rural Development Programmes/ Projects Finance by World Bank, UNDP, FAO, IFAD and various other International organizations.Course Description: A GIS application in rural development is thought to comprise of all information of rural areas in a comprehensive manner, present, past and probable future scenarios, for empowering people at local level through planning, implementation, monitoring and evaluation of rural development projects. Post Graduate Diploma in Sustainable Rural Development (PGD-SRD)

Mode of learning: Distance/Self LearningDuration: 18 monthsWho should attend: The minimum qualification for admission to the Programme is graduation in any discipline from a UGC recognised University.Apart from fresh graduates, the in-service development personnel working in following sectors are also eligible: Rural development, agriculture (and allied sectors) and education sectors.Non-Governmental Organisations/ cooperatives / finance and banking organisations.Corporate sector under corporate social responsibility.Faculty of various development disciplines, Rural Development, Economics, Political Science, Gender studies, Management, Agriculture and other allied discipline from universities, colleges, Training Institutions like State Institutes of Rural Development (SIRDs), Extension Training Institutes (ETIs), Krishi Vigyan Kendras (KVKs), Agriculture Education, Research and Training Institutions can also join the course.Course Description: The sustainable rural development is basically the development which meets the need of present generation of rural people without compromising the capacity of future generations to fulfil their own needs. This entails sustained efforts to raise the quality of life of rural people. Huge efforts are being made in India and so also other developing countries to develop their rural areas in order to reduce Urban-Rural divide by creating conducive environment for resource development and utilization through up -grading knowledge and skills of the people to make the best use of available resources. Mode of learning: Distance/Self LearningDuration: 18 monthsWho should attend: The minimum qualification for admission to the Programme is graduation in any discipline from a UGC recognised University and this Programme is ideally suited for both working officials as well as fresh graduates.Course Description: Article 366 (25) of the Constitution of India refers to Scheduled Tribes as those communities who are scheduled in accordance with Article 342. According to this Article, the Scheduled Tribes are the tribes or tribal communities or part of or groups within these tribes and tribal communities which have been declared as such by the President through a Public Notification and 8.10 percent of the Nation’s total population (about 835.80 lakh), according to the 2011 Census, is what constitutes the tribal population of India. This population lives in concentrations in various parts of the country mainly Madhya Pradesh, Himachal Pradesh, Rajasthan, Gujarat, Chhattisgarh, Jharkhand, Odisha, Bihar, Maharashtra besides the North Eastern States. However most of these tribal groups have been living in abject poverty for a long time.
